with over twenty-five years of experience in strategic planning and financial management, ms. friner has focused on developing and implementing financial and operational solutions through rigorous analysis, planning and communications. consulting engagements supporting government, transportation, health-care, and higher education sectors have included financial appraisal, financial policy and practice, long-term planning, public-private partnership, economic development, and organizational assessment projects.
